Oakland Schools Budget and Salary/Compensation Transparency Reporting  

Budget and Salary/Compensation Transparency Report

 

In compliance with the new Michigan Department of Education (MDE) Guidelines for Budget and Salary/Compensation Transparency Reporting pursuant to MCL 388.1618(2), Oakland Schools has posted a report containing the following required elements: 

    1. Fiscal Year 2014-2015 Adopted Budget - The budgets for Oakland Schools Fiscal Year 2014-15. The Fiscal Year 2014-15 budgets will be the subject of the June 9, 2014 Truth in Budgeting Public Hearing.

      Fiscal Year 2013-2014 Adopted Budget - The budgets for Oakland Schools Fiscal Year 2013-14. The Fiscal Year 2013-14 budgets were the subject of the June 10, 2013 Truth in Budgeting Public Hearing.
       
      Fiscal Year 2012-2013 Adopted Budget - The budgets for Oakland Schools Fiscal Year 2012-13. The Fiscal Year 2012-13 budgets will be the subject of the June 11, 2012 Truth in Budgeting Public Hearing.

      Fiscal Year 2011-2012 Board Adopted Budget - The current year board-approved budget for Oakland Schools Fiscal Year 2011-2012, prior and subsequent years.  Budgets and changes are to be posted within 30 days of the date that the budget is initally adopted by the board.
    2. Personnel Expenditures - Includes data that has already been collected and submitted to the MDE via the Financial Information Database (FID) as of the most recently completed school fiscal year ended June 30.
    3. Current Operating Expenditures - Includes data that has already been collected and submitted to the MDE via the Financial Information Database (FID) as of the most recently completed school fiscal year ended June 30.
    4. Current Bargaining Agreements - A copy of the current barganing agreements for the intermediate school district's (ISD) bargaining unit.
    5. Employer Sponsored Health Care Plan A copy of the plan detailing the current terms of all employee medical, dental, vision, disability, short term care, long term care, and any other type of employee benefits that would constitute health care services offered to the district barganing unit or individual employees of the district.
    6. Audited Financial Statements - Most recent audited financial statement reports as of the most recently completed school fiscal year ended June 30 and prior years.

The statutory requirement for Intermediate School Districts differs slightly from the complete statutory requirement for all local education agencies.  Per the MDE, ISDs are required to comply with only sections 2(a), (b) and (c) of MCL 388.1618.  For the complete statutory requirement, click here.

INTRODUCTION

 

Oakland Schools welcomes the opportunity presented by PA 413 of 2004 that requires each of Michigan's 56 intermediate school districts to post certain information on our websites by December 31 of each year, beginning in 2006. This section of the Oakland Schools website provides detailed information about who we are, what we do, who we serve, costs, and cost-savings to our constituent districts.

In our Continuous Improvement Plan, Oakland Schools lays out six strategic directions that guide the work of the intermediate school district and provide the framework for departmental planning and initiatives:

    • Maximize learning

    • Increase collaborative opportunities

    • Build the capacity for continuous improvement

    • Close gaps and reduce inequities

    • Advocate for public education 

    • Foster communication and engagement

Nearly 94% of the Oakland Schools budget in FY 12-13 was focused on direct services to local school districts. The remaining 6% was dedicated to indirect services to the schools we serve. OAKLAND SCHOOLS ANNUAL WEBSITE REPORT

Required components of Public Act 413 of 2004 amended the Revised School Code by adding Section 620, which requires each intermediate school district (ISD) to post certain information on its website by December 31 of each year, beginning in 2006 (with 2005-2006 data).
